a bit of dust  isn' t  worth worrying about  its complete, and its even got the left side switch toggle there lol  that's what RH means (repair handle bar switches )   a bit of a clean up and you should be on your way
but before you get going have a look  on the English XS site there's a  page
titled  new XS owners check list
as Xtian mentioned  another XS rescued from obscurity
 Tim :)

In Photo bucket are 8 photos - bike as found in shed after 16 years. On trailer after 2 years of "talks" and 70kms at 100km/h still couldn't blow dust off. A few with seat and tank off and after 1st clean down. Dust everywhere.
