Prob stop shit off the wheel being sucked into carbs i guess....
The conical thing is the spacer from the front wheel hub

 might knock the engine temp down 2 or 3 degrees if racing six-hour castrols hehe the xs cooler is plenty enough and just the right size,
 those add-on coolers all look too square and basically
  sit there as no real "improvement" just looking all big,boxy,bulky and ugly...

Maybe something used to extend the object you are inserting. Yet I've never seen it done this way before?
