Well my dilemma is sorted and this site has to be THANKED for it, especial Steptoe for all his advice, knowledge and ease in explaining how to sort it out.
To cut a long story short, it turns out that the exhaust cam (sprocket)was 180 degree out, (go figure) no matter what I tried I couldn't work out why I couldn't get my timing setup to align, don't ask me what 180 degrees difference is, as far as I'm concerned, it's round, but I assure you it makes a difference, THE BIKE WILL NOW IDLE AND START INSTANTLY without throttle, rather than sitting on the starter button for 10 seconds or more, no more sitting at traffic lights revving the bike like a Harley that won't idle, and the smoothness I've missed out on for the last 5 years of owning and riding this bike.

Once again, thanks Steptoe and all other contributions from this site that have now got me running at what should be like "BRAND NEW" .

Setting up the Cam timing

Just some advice please, I ran through the XS11 forum on cam markings, and there is one part that mentions that on the cam sprockets "These holes must be on the same 'side' of the cam as the dots or your cam timing will be off." , have a look at the link below. Well mine weren't the inlet was O.K. but the exhaust was 180 degree out, so I have gone through and moved it to match. Turn the motor over by hand and I'm locking up in exhaust valve No3 touching piston, so go through the motions again.

On the manual I have (standard model) the marks on the timing/crank wheel look different to mine and show numbers 60 40 20 F and T, with a definitve mark on the outer wheel to align????? Mine has a mark for the "C" then it has what looks to be an upside-down square shaped "U" then about 1 mm past that is a straight stroke, and then 2mm past that is a small "T" the U and the stoke have marks on the edge of the wheel but the small T is suspended with no mark on the outer edge, so I'm guessing I just line up as close as possible?

The article I looked at is here: http://www.xs11.com/forum/showthread.php?t=35129&highlight=cam+timing+marks

Cheers
