it has been resolved,
with the help of Ev {as usual}, we started at the start and checked the whole wiring system till we found an earth hanging out the back of a connector,  in the first 30 secs
as they say, 2 sets eyes are better than 1

Mate, did you try running an earth to the headlight shell? I had an issue with my park light (headlight worked ok) and it wouldn't work until i ran a separate earth wire from the base of the bulb to a ground. JAT.

one thing I don,t do well is electrickery,
I have low beam but no high,
I have power to the blue wire at the switch block, but it's not untill I touch the switch block housing with the tip of the test light whilst touching the wire that the light will come on,
it's obviously an earth issue, but where to start,,   1----- I have pulled block apart and cleaned, all seems good,
                                                                                       2----- have sanded the curves in the block for handlebar earth
                                                                                       3---- have gone through and made sure under the tank plug connectivity is good and clean with no stretched connectors
going to be simple, like it,s owner but I,m lost
